PANAJI: Panaji Smart City Development Limited (IPSCDL) is gearing up to transform the city’s Central Business District and historic core through a comprehensive urban renewal project.
The initiative, aimed at preserving heritage structures while modernising infrastructure, has seen IPSCDL issue a tender worth ₹96.84 lakh (excluding GST) to appoint a consultant for preparing a detailed concept plan.
Funded under the Special Assistance to States for Capital Investment scheme (2025–26), the project seeks to convert underutilised areas of the city into lively economic and cultural hubs. The 3.92 km Latin Quarter—a UNESCO-recognised heritage zone—will be a focal point, with efforts to protect its Portuguese-era architecture, narrow lanes, colourful houses, and cultural spaces.
The project will involve restoration of heritage precincts, enhancement of public spaces, pedestrian-friendly upgrades, and modernisation of essential city infrastructure including roads and sewerage systems. The appointed consultant will be responsible for comprehensive site studies, including traffic assessments, topographic and LiDAR/drone surveys, pavement and sub-grade investigations, structural designs, drainage planning, and interchange layouts. Deliverables will also include 3D models, engineering reports, cost estimates, construction drawings, and bid documents for civil works execution.
Stakeholder engagement, particularly with local residents, will be a key component of the plan, ensuring community needs are considered in shaping Panaji’s urban and cultural future.
