Panaji: Lok Bhavan, Goa has ushered in the New Year with the introduction of two institutional initiatives aimed at strengthening internal administrative processes and governance mechanisms.
As part of the initiatives, the New Durbar Hall within the Lok Bhavan premises has been renamed Zuari Hall. The term “Durbar,” traditionally associated with colonial-era administrative practices, has been replaced with a name inspired by the Zuari River, reflecting Goa’s natural and cultural heritage. The renaming is in keeping with contemporary democratic values and constitutional principles.
In another major step, Lok Bhavan has initiated the implementation of a paperless administrative system through the reactivation of the existing e-Pass system along with a newly developed internal software platform titled “Deepastambh.” The platform has been developed in-house by Lt. Cdr. Abhishek Dhiman, ADC to the Governor, with the objective of reducing and eventually eliminating paper usage in routine administrative functioning. The initiative also aims to enhance institutional security by transitioning from manual to automated processes and minimising operational discrepancies.
The Deepastambh platform integrates the e-Pass system originally developed in 2019, creating a unified digital framework for processing appointments, approvals, access control, file movement, internal movement management and inter-departmental coordination within the Lok Bhavan premises. The operationalisation of this integrated system is expected to improve administrative efficiency, strengthen record management and enhance institutional oversight.
The digital system is currently in the trial stage and is expected to be progressively implemented.
