The new recruitment scam allegations by Panaji MLA Babush Monseratte have exposed the government’s major scam, which could have a major impact on the forthcoming Assembly polls.
In a matter of hours, the Panaji MLA has targeted two ministers – Health Minister Vishwajit Rane- to recruit all staff from Sattari in Goa Medical College and other health departments.
Secondly, in the evening, he targeted PWD Minister Deepak Pauskar, saying the minister was charging Rs 25 to 35 lakhs for each job. He said the scam is worth more than Rs 70 cr.
While the allegations against the PWD MInister are something new, the on in GMC is known to everyone. The GMC has become a private limited company of the Health Minister Vishwajit Rane.
For years now, the Sattari locals have been getting preference in GMC.

Shockingly, the highly educated bureaucrats have to follow the orders of such uneducated ministers.
Goa is one of the states with the highest literacy rate, but the leaders we choose are illiterate, who do not understand the A, B and C of administration. What an irony? Do we deserve this?
The blame also has to go on the Chief Minister, who, in a bid to save his chair, has given Goa such a dumb minister.
The only thing Deepak Pauskar understands is the percentage on tenders, and apart from that, he knows nothing, say some top officials.
We have to say that politicians like PWD Minister Deepak Pauskar deserve no place in any Cabinet.
Now at least after the ruling party MLAs – Babush Monseratte, St Andre MLA Francis Silveira and St Cruz MLA Tony Fernandes speaking against the illegalities will the Chief Minister act?
But sadly, the Chief Minister does not want to act on any complaint against his ministers. Same as what he has done in the case of the Sex Scandal of his cabinet minister.
Recruitment in the government department is not the private property of any minister and has to be carried out based on merit.
Lakhs of Goans are unemployed, including toppers, but the ministers and MLA’s are busy pushing their own voters and supporters. As a result, the deserving candidates do not even get a look.
This is one of the major reasons Goa faces the problem of brain drain. Many talented youths go elsewhere to find better jobs while ordinary people get lucrative offers in government departments, which leads to corruption.
Of course, when you pay Rs 25-Rs 35 lakhs per job, it is obvious the person will make an effort to recover that amount through corruption.
