Panaji: Revolutionary Goans Party MLA Viresh Borkar has written to the Director of Panchayats demanding immediate compliance with a recent High Court order mandating the demolition of illegal structures in Survey No. 48/2 of Curca village, near the Bambolim Military Camp.
In his letter, Borkar highlighted persistent non-compliance by the Village Panchayat of Curca Bambolim & Talaulim, the Block Development Officer (BDO), and the Directorate of Panchayats, despite multiple demolition orders issued since 2002 under the Goa Panchayat Raj Act, 1994.
The MLA pointed out that the Panchayat had first issued a show cause notice on March 7, 2002 (Notice No. VP/CBT/2001-02/663), and a final demolition order followed on July 9, 2002 (Notice No. VP/CBT/2002-03/251). The Deputy Director of Panchayats had also issued a demolition directive (Case No. DDPN/CURCA/TIS/18/02/7482). Despite these actions, no enforcement took place.
Borkar noted that several reminders were issued by the BDO, including a memorandum dated June 26, 2003 (No. 3/VPT/BDO-TIS/CURCA-BAM-TAL/2003/1333), following complaints from 23 citizens. These complaints alleged that the illegal huts near the military camp were built without licenses and were being used for illicit activities.
Despite show cause notices and resolutions by the panchayat body to act, the illegal structures remain standing to date. Borkar attributed this to administrative inaction and failure to uphold the law.
The High Court of Bombay at Goa, in a suo motu PIL No. 3 of 2024, passed a strict order on March 6, 2025, directing immediate demolition of the illegal structures within 30 days. The order also mandated submission of photographic compliance proof, warning of disciplinary action against erring officials for non-compliance.
MLA Borkar has now urged the Director of Panchayats to execute the demolition without further delay, submit a compliance report to the High Court before the next hearing on April 15, 2025, and investigate the reasons behind the failure to act on previous demolition orders.
Borkar said prolonged inaction has eroded public trust in the administration and called for accountability from the Director of Panchayat, the BDO, and the local panchayat.
