MORMUGAO: The Mormugao Port Authority (MPA ) has launched an investigation on Delta Infra Logistics Worldwide regarding the irregularities observed while handling of a recent gypsum cargo got in the port by importer Indo Pacific resources
Sources in the Customs said that Goa customs issued a fine to Delta Infra logistics Worldwide for Rs 15,000 while handling the shipment of 19,998 Metric Tons of Gypsum cargo got in MPA by Indo Pacific Resources while MPA sources said that MPA also launched an investigation on the company for allegedly moving an unspecified quantity of imported Gypsum out of the port boundary by barges in the intervening night of 19th and 20th October
However according to documents available from top MPA Sources, a mail was sent to Delta Infra Logistics Worldwide on 23rd October by the Traffic Department issuing a seven day notice why no action should be taken on the company
” Please note that in our email reply, a reference to the Customs clearance has been made and the same will be reviewed appropriately. However , a breach in norms and rules in practice has been noticed because all dry bulk cargoes ( except containers, break bulk and bagged cargoes ) arriving and dispatched from the port require mandatory weighment before export or delivery. However , you have loaded the barge without carrying out the weighment,which is the revenue loss to the Port thereby leading to the breach of the norms and rules in practice . Please revert within seven days as to why no action should be taken against you as per the relevant clause of the stevedoring regulation in force ” said the mail
Top sources have further added that the MPA also wrote a confidential mail to Assistant commissioner of Customs stating a breach of norms observed by Delta Infra Logistics Worldwide in taking delivery of cargo without the use of weighbridge.
” In this regard the correspondence from the party made a reference of to delayed issue of custom clearance. On detailed examination, it was observed that
1. The Bill of Entry was filed on 7th October and the OOC was issued on 17th October.
2. The importers IEC number was showing status as decativated
3. A file of 15,000 was imposed
In regards to the above observation, please advise us the reasons for applying the fine is regarding the value of goods or weight goods , subject to compliance and confidentiality. The reason for asking value of the weight is because FOB value has been steadily decreasing since the last few months ans delivery was taken without carrying out weighment ” said the mail
