PANAJI: The Panaji Police have booked and arrested a Mumbai-based sports organiser for allegedly conducting an open-water swimming event at Caranzalem Beach without obtaining the required permissions and for cheating participants of over ₹3.26 lakh.
The case was registered on October 26, 2025, following a complaint lodged by Dr. Suryakant S. Bhirud (44), a resident of Dombivli, Maharashtra. As per the complaint, the accused Kapil Arora (50), son of Mohinder Kumar Arora and resident of Andheri (West), Mumbai, organised the ‘Oceanman’ swimming event between 7:00 a.m. and 7:30 a.m. at Caranzalem Beach.
Police stated that the event was conducted without prior approval from any competent authority and without lifeguards or security personnel, thereby endangering the lives and safety of participants. It was further revealed that Arora had collected ₹3,26,100 in registration fees from participants without providing any safety measures or necessary permissions, thus cheating them of the said amount.
Authorities confirmed that the organiser had not obtained clearances from several departments including the police, district administration, local panchayat, and the Department of Fisheries, among others.
Based on the complaint, Panaji Police registered Crime No. 318(2), 125 under the Bhartiya Nyaya Sanhita (BNS). All involved individuals have been arrested, and further investigation is in progress, officials said.
