PORVORIM: In a significant administrative reform, the Goa government has directed all panchayats to simplify and expedite the procedure for issuing partition or bifurcation certificates to families. A circular to this effect has been issued through the Directorate of Panchayats.
Chief Minister Dr. Pramod Sawant announced that panchayats are now required to issue such certificates within 15 days of receiving an application. He clarified that no additional processing fee would be charged for the service.
However, once the partition is granted, applicants will be liable to pay separate house tax and garbage tax for the newly bifurcated units, the Chief Minister added.
The move is aimed at reducing bureaucratic delays and helping families complete property-related formalities with ease.
Sawant said that families can now obtain separate house numbers and individual house tax accounts based on necessary documentation, without any additional cost. The move aims to help joint families living in shared houses get official recognition for separate units, easing various administrative and legal processes.
“There will be no need for partition of the plot. Panchayats have been directed to bifurcate with different house numbers and house tax at no cost for joint family houses with necessary documents. This will reduce disputes between families and increase ease of living,” said CM Sawant.
The certificates are to be issued by the respective panchayats within 15 days of application, under the new streamlined process.
Officials expect this measure to not only reduce family disputes but also promote clarity in taxation and service delivery at the grassroots level.
