PANAJI: Panaji Police have registered a case in connection with illegal and unsafe LPG gas decanting performed in an open public area on 13 November 2025.
The offence was registered following a complaint received under SDE No. 84/2025 from Mr. Castilho Hipolito Noronha, a 44-year-old businessman residing at Campal, Panaji.
According to the complaint, at around 11:30 am behind Mom’s Kitchen at La Campala Colony, near the Bank of Baroda ATM, two occupants of an LPG cylinder delivery vehicle bearing registration GA-01-T-4284, along with Francis Martin, the manager of Goa Gas Service, allegedly engaged in illegal decanting of LPG.
Police stated that the accused persons, acting with common intention, were found decanting LPG from a pressurised cylinder into an empty cylinder in a public space without safety measures, thereby endangering human life.
The act also constituted theft of LPG gas, as per the complaint.
The case has been registered at Panaji Police Station as Cr. No. 157/2025 under Sections 125, 303(2), read with Section 3(5) of the Bharatiya Nyaya Sanhita (BNS), 2023.
