PANAJI: PM- Janjatiya Unnat Gram Abhiyan (PM-JUGA) has been launched by the efforts of Prime Minister Narendra Modi for the overall holistic development of the tribals. This campaign will benefit 658 tribal households in North Goa (302 (Siridao, Tiswadi), 96(Sonus-Vonvoliem, Sattari), 260(Vantem, Sattari)) and will extend to 2821 ST population in the district. The campaign will integrate the tribals of the remote areas into the mainstream and empower them financially. Four goals have been set under this campaign – infrastructure development, financial empowerment, good education for all and dignified ageing including good health.
The objective of the PM-JUGA is to address the challenges in infrastructure, education, health and livelihoods of the tribal community. The campaign will include 25 programs and will be implemented by 17 ministries/departments. PM-JUGA is based on the learning and success of PM-JANMAN (Pradhan Mantri Janjati Adivasi Nyaya Maha Abhiyan). The aim of the mission is to improve the socio-economic conditions of tribal communities, by adopting saturation coverage for tribal families in tribal-majority villages and aspirational districts.
India has a Scheduled Tribe population of 10.45 crore as per the 2011 census and there are more than 705 tribal communities. PM- Janjatiya Unnat Gram Abhiyan has a total outlay of Rs.79, 156 crore with a Central Share of Rs.56, 333 crore. It will cover 63,000 villages benefitting more than 5 crore tribal people, covering 549 districts across 30 States/UTs. It comprises 25 interventions to be implemented by 17 line ministries through funds allocated under the Development Action Plan for Scheduled Tribes (DAPST) in the next 5 years. Tribal villages covered will be mapped and progress will be monitored on PM Gati Shakti platform. It is a unique example of cooperative Federalism and the whole of Government approach.
Mission’s Four Goals of PM- JUGA are Developing Enabling Infrastructure such as Pucca house for households and improving Village Infrastructure, Promotion of Economic Empowerment through Skill Development Entrepreneurship promotion and enhanced livelihood (self-employment), Universalization of Access to Good Education i.e. Healthy lives an\d Dignified Ageing.
Innovative Schemes under PM-JUGA include Tribal Home Stay i.e To tap tribal tourism and alternate livelihood, 1000 Home stays will be promoted under Swadesh Darshan, Sustainable Livelihood Forest Right Holders i.e Special focus on 22 lakh FRA patta holders residing in forest areas for recognizing and securing forest rights, Improving the infrastructure of Government residential Schools and Hostels on lines of PM-Shri Schools, Advance facilities for diagnosis of sickle cell disease and Tribal Multipurpose Marketing Centre for marketing of tribal products.
