MARGAO: Recruitment process initiated by Margao Municipal Council needs to be scrapped and undertaken only through Staff Selection Commission. I have written a letter to the Chief Minister Dr. Pramod Sawant to “walk the talk” on his own statement, stated Youth Leader Prabhav Naik.
Addressing a press conference today in Margao, Prabhav Naik said that in his letter, he has drawn attention of the Chief Minister to the advertisement issued by Margao Municipal Council inviting applications for the post of Eleven Lower Division Clerk, One Site Supervisor and One Assistant Mason and urged him to immediately scrap the recruitment process.
I have appealed to the Chief Minister Dr. Pramod Sawant to Scrap all the posts advertised by Margao Municipal Council, Issue Ordinance to bring all recruitment’s of Local Self Bodies under Staff Selection Commission and subsequently bring Law to that effect and Appoint a High Level Committee to investigate the recruitment process, promotions and the regularisation of the staff working on Contractual basis in Margao Municipal Council, stated Prabhav Naik.
I have reminded the Chief Minister of his own statement while addressing the media after the cabinet meeting on 30th October 2024, wherein he had categorically stated that all government recruitment’s will be done through Staff Selection Commission as the said body is established to prevent “Job Scams”, said Prabhav Naik.
I have brought to the notice of the Chief Minister that as per the Schedule of various posts in Municipalities stated in Goa Municipal Act, 1968 the post of Site Supervisor is to be through “Promotion”. Surprisingly, the said post is advertised for direct recruitment by Margao Municipal Council. “Knowledge of Konkani” is also removed from the eligibility criteria of the post of Site Supervisor. As per the Goa Municipal Act, 1968, the posts of Lower Division Clerk can be filled with 50% Promotion and 50% Direct Recruitment, Prabhav Naik informed.
There are imperfections in the overall administrative process pertaining to new recruitments, promotions and regularisations of staff of the Margao Municipal Council which has resulted in injustice on various employees presently working in Margao Municipal Council with respect to their promotions etc. There are various persons who are working on contract basis in Margao Municipal Council and who have completed more than five years of service but are still not regularised. These issues need to be thoroughly studied by a high level committee and corrective steps needs to be taken, Prabhav Naik said.
I have also categorically stated in my letter to the Chief Minister that i have information from the reliable sources that the recent promotions of some staff was done without following proper procedure and with an ulterior motive of creating the eleven vacancies of Lower Division Clerks to accommodate the family members of the local councillors and persons close to the senior politician from Margao. I have also brought his notice that there are talks going around in every corner of Margao that some of the Councillors are promised the post of LDC’s to their children in lieu of their support during the election of the current Chairperson of Margao Municipal Council, said Prabhav Naik.
“Cash for Job Scam” with arrest of various persons has created panic among the educated youths of Goa who feel that there is no scope for merit in the government recruitment process. There are various youths who have gone into depression due to repeated reports of favouritism in government recruitment process. It may be noted that Directorate of Municipal Administration had instructed the Margao Municipal Council to scrap the recruitment process when the same posts were advertised earlier. Surprisingly the same posts are advertised again sidelining Staff Selection Commission, mentioned Prabhav Naik.
I hope the Chief Minister Dr. Pramod Sawant will take serious cognisance of the points raised by me and act in accordance with his own statement of maintaining transparency in government recruitments. I will be compelled to explore legal options if government fails to scrap the above posts and do the recruitment through Staff Selection Commission purely on merit and with complete transparency, Prabhav Naik stated.
