In a major move to clear public roads and ensure pedestrian and vehicular safety, the Public Works Department (PWD), Mapusa Division, has issued a final public notice announcing the removal of all movable and immovable gaddas (carts)/stalls encroaching on the Right of Way (ROW) and road peripheries across several North Goa constituencies.
The drive, scheduled to commence on May 21, 2025, will cover the constituencies of Pernem, Mandrem, Tivim, Siolim, Aldona, Saligao, Calangute, Porvorim, and Mapusa. The action is being undertaken in compliance with the High Court of Bombay at Goa’s directives in PIL Suo Moto No. 3 of 2024, dated April 6, 2025, and several circulars issued by the Principal Chief Engineer, PWD.
The Executive Engineer of Works Division XIII, Mapusa, has warned that all unauthorized structures that fall within the ROW or pose a threat or nuisance to public movement will be permanently removed. The notice clarifies that the land where these structures currently stand belongs to the PWD and is under its jurisdiction.
Authorities have instructed all relevant local bodies—municipalities and village panchayats—to alert the concerned individuals and entities about the impending enforcement. The department emphasized that no further notices will be issued, and this should be treated as the final intimation.
“The land acquisition process for certain stretches is still underway, but the presence of such encroachments has become a safety hazard. Action will be taken without delay,” the notice reads.
Any structures found still in place after the deadline will be removed using heavy machinery, the PWD warned.
