A recent announcement by Goa’s Health Minister, Vishwajit Rane, regarding the establishment of Public Health Centres (PHCs) in every constituency is an encouraging development for residents.
In a state where accessing healthcare can sometimes be a laborious task, expanding the healthcare infrastructure is certainly a welcome move. However, the commitment to build these centres must be coupled with a conscious effort to ensure they are not mere concrete structures but rather functional, well-resourced facilities that effectively cater to the healthcare needs of the populace.
With dynamic Health Minister Vishwajit Rane who has put things in order in Goa Medical College and other hospitals, his problem is finance.
He has financial constraints for the appointment of staff, doctors and state of teh art equipment. So while his intentions may be good, he does not have the spending power.
Goa, with its vibrant lifestyle and hospitable environment, prides itself on having a relatively robust healthcare system when compared to other Indian states.
Nevertheless, the reality on the ground suggests a different narrative. Many existing health facilities are not operating at full capacity, with issues ranging from a lack of basic amenities to incomplete construction. This highlights a glaring gap between infrastructure development and the quality of healthcare services provided.
For instance, the South Goa District Hospital presents a case in point. Despite the investment in building this facility, critical areas, such as advanced Intensive Care Units (ICUs) and operating theatres, remain underdeveloped or entirely nonfunctional.
This lack of vital services significantly compromises patient care, leaving community members uncertain about where to turn for urgent medical needs. Similarly, the North Goa District Hospital mirrors these issues, suggesting a systemic problem that extends beyond individual institutions.
The situation draws into question the efficiency of health management in Goa. The proposed establishment of new PHCs should not simply add to the number of facilities; instead, they should focus on addressing the existing shortcomings. Countless Goans continue to face challenges that could be mitigated by ensuring that health centres have adequate staffing, resources, and operational capabilities.
In addition, consideration must be given to facilities such as the New Tuem Hospital, which has remained unused for years despite initial plans for its opening.
The continued neglect of such an essential institution emphasizes the need for systemic reform within the health department. A proactive approach to resource allocation, focusing on making functional improvements to existing healthcare facilities, should take precedence over merely expanding the infrastructure.
The health sector in Goa must move towards a vision where new PHCs contribute meaningfully to the community’s healthcare ecosystem. This necessitates not only the construction of buildings but also an emphasis on equipping them with trained medical personnel, necessary medical equipment, and essential services. Ultimately, the goal should be to create a cohesive health service network where citizens can receive timely and efficient treatment.
As stakeholders in this issue, it is crucial for the government, health administrators, and the community to engage in ongoing discussions to ensure that any new health facilities genuinely serve the public interest. In the end, health is not just about the availability of clinics but about the effective provision of quality care that is accessible and sustainable.
