New Delhi: Prime Minister Narendra Modi on Wednesday underscored the importance of the “reform, perform and transform” mantra while chairing the 50th meeting of the PRAGATI platform, a governance mechanism that has helped fast track projects worth over Rs 85 lakh crore in the last decade.
During the meeting, the prime minister stressed that technology must be integrated into every stage of a project’s life cycle, from planning to execution and monitoring. He said PRAGATI must be further strengthened to ensure faster implementation, better quality outcomes and tangible benefits for citizens.
The meeting reviewed five major infrastructure projects spanning roads, railways, power, water resources and coal sectors across five states, with a combined investment exceeding Rs 40,000 crore. The prime minister also reviewed progress under the PM SHRI scheme and called for outcome driven implementation rather than a focus limited to infrastructure creation. He directed chief secretaries to closely monitor the scheme and ensure PM SHRI schools emerge as benchmarks for holistic and future ready education. Senior officials were encouraged to conduct field visits to assess performance on the ground.
Laying out his vision for the next phase of governance, the prime minister said reforms should simplify processes and shift the focus from procedures to solutions, improving ease of living and ease of doing business. Performance, he noted, must balance time, cost and quality, while transformation should be measured by the real impact citizens experience through timely services and faster grievance redressal.
Marking the 50th PRAGATI meeting as a symbol of governance transformation, the prime minister said effective coordination and fixed accountability naturally accelerate government functioning. He recalled that PRAGATI evolved from the SWAGAT platform launched during his tenure as Gujarat chief minister and was later expanded nationally to integrate project monitoring and grievance resolution.
Since 2014, 377 projects have been reviewed under PRAGATI, with nearly 94 percent of identified issues resolved, significantly reducing delays and cost overruns. The platform has also helped unlock long stalled projects such as the Bogibeel bridge, the Jammu to Baramulla rail link and the Navi Mumbai International Airport.
The prime minister said PRAGATI exemplifies cooperative federalism and plays a vital role in achieving the Viksit Bharat@2047 vision, urging states to adopt similar mechanisms, especially for the social sector.
