PANJIM:- While taking strong objection to the self certified claim of the Chief Minister Dr. Pramod Sawant of managing State finance prudently, GPCC President Girish Chodankar said that all the BJP functionaries have mastered the art of Jumlaz to create fake feeling of Acche Din. This act of the Chief Minister is part of PR management exercise of failed BJP Government to project a rosy picture after series of failures. Chodankar was addressing media at Congress House along with Sachin Parab and Himanshu Tiverkar.
Chodankar said, we strongly condemn CM’s self certification exercise, without third Party audit and without providing financial figures. It’s nothing but another Jumla. Chodankar dared Chief Minister to provide revised estimates of Revenue receipts & expenditure for the last quarter of Jan-March 2021and actual figures .
GPCC president claimed that the borrowings for the year 2020-21 as per RBI are Rs. 3,354 Crores as compared to Rs. 2,600 Cr of 2019-20. In reality the actual borrowings of 2020-21 is over Rs. 4,200 Croes which means it has crossed 5% of GSDP, as GSDP for 2020-21 estimated at Rs. 81,502 Cr. This is very bad financial indicator as per RBI norms.
The borrowings of Rs. 3,354 Cr of the BJP Government does not include figures of loans taken from NABARD Rs. 250 Cr, Central loan on capital assistance Rs. 97 Cr., Bank of Maharashtra bill discounting of Rs. 410 crores. The worst part is Government has not spent borrowed money on infrastructure but to incur day today revenue expenditures Chodankar charged.
Government has forced autonomous corporations to cough out their savings of nearly 200 crores, this amount was not used for welfare of the people but to run the likes of the govt for day to day revenue expenditure. These coroorations now dont have any back up fund and will have to fall back on the pittiance of the government for day to day survival.
This bankrupt Government has not even spared the SSC & HSSC students examination fees of Rs. 25 Crores which the Board was directed to transfer in government treasury.
Chodankar dared Chief minister who is also finance minister to disclose all payments incurred out of Financial Statement for last 5 months. Rs. 410 Crores payments to contractors were being done from bill exchange system, where contractors are loosing 3.30% on receivables. Our contractors have lost Rs. 13.53 Cores to discount bills unnecessarily. This is result of financial mismanagement since the amount actually received to pay for infrastructure is spent on day to day revenue expenditure. The cost of borrowing and long term effect has not been accounted by the failed BJP government.
As far as CSR activity mentioned in the report published by the government on Goa Statehood Day, we want to ask the Chief Minister Dr. Pramod Sawant Where is the transparency ? Where are the details of amount utilised ? .
While reacting to claims made in the report that the percentage of funds utilized over the funds released has improved drastically to more than 96% as against 51% some years back. Chodankar said Central schemes and the utilisation pattern is hand on hand. This money is not spent now, it was spent in previous years but utilisation certificates were not submitted to the central government and the same this is done now. How can government claim this as achievement by projecting as if 91% money is spent now? Why CM is trying to fool people?.
On Restructuring of loans to the extent of 500 Crores, GPCC president Girish Chodankar said it is welcomed but where is the public disclosure ? Are these loans of the State or Corporations ? In any way restructuring corporation loans over period of time to avail benefits of reduced interest is an ongoing administrative exercise, which is even done by individual citizens, corporates etc. How can this be an achievement?
Government has borrowed Rs. 1000 crores in first quarter of January to March 2021 and has intended with RBI to borrow Rs 650 crores in first quarter of April to June 2021. This itself shows how badly our finances are managed.
As far as Goa`s loan eligibility limit enhanced to Rs. 4,530, claiming this as achievement it self shows the Government in poor light. Central Government instead of borrowing loans are encouraging states to borrow loans creating burden on states. Our GST dues are also not released on time and our Government failed to set it released from Central Government.
The burden of repayment of debt of such phenomenal proportion is resting on each Goan, it is the unprecedented borrowing of more than 4200 crores in an year with hardly 25 percent being spent on capital expenditure is going to spell disaster for the State. This debt is really on unsustainable basis. Government can hide the figures only upto October since the State Finances: A study of Budgets of 2020-21 report will be released and CM Dr. Pramod sawant’s manipulative prudent management of state finance will be exposed as it was exposed last year by RBI Girish Chodankar said.
