Panaji: Union Home Minister Amit Shah will launch Mhaje Ghar Yojana, a landmark initiative of the Goa government aimed at providing long-awaited legal recognition and ownership rights to thousands of Goan families living in unregularised homes. The launch will take place on Saturday evening, alongside the unveiling of several other key development projects in the state.
The housing scheme covers houses built before 1972 and introduces a fast-track certification system, mandating deputy collectors to issue certificates within seven days and panchayats within 14 days. This will offer families legal clarity without lengthy paperwork.
As per the Goa Land Revenue Code (Amendment) Bill, 2025, families residing in houses built on government land before February 28, 2014, will be granted ownership rights under Class I occupancy. The reforms also extend to homes on Communidade land (with conditions) and include a two-year window to regularise unauthorised constructions.
The scheme promises speedy clearances construction and occupancy approvals within 15 days (or deemed automatically approved if delayed), repair permissions within three days, and simplified procedures for bifurcating homes to access separate utilities and house numbers. It also introduces rehabilitation measures for displaced families and stamp duty reforms, fixing mortgage duty at ₹1,000 and capping duties on property transfers within families.
Alongside Mhaje Ghar Yojana, Shah will inaugurate several projects, including the rejuvenation of Panaji’s Campal area as a green recreational hub under the Smart City project, redevelopment of forest guard hostels at Valpoi, the launch of a Cloud Call Centre for the 100 Cyber Helpline, and the introduction of a new Goa Police Mobile App.
