PANAJI: The Public Works Department (PWD), Government of Goa, has issued a Show Cause Notice to M/s Argee Engineers, a contractor based in Alto-St. Cruz, for alleged inferior workmanship in the project involving the installation of electrical accessories at various government schools in the Poriem constituency.
The notice, issued by the Executive Engineer, Division IV (E/M-N) of the PWD, Tonca-Caranzalem, cites the firm’s failure to execute the assigned work satisfactorily under Agreement No. 1/2/2025-26/EM&N/Accts/PWD-IV/15, dated May 2, 2025.
According to the letter, the department observed that the work “has not been completed to the satisfaction of the concerned Engineer-in-charge,” indicating serious quality concerns in the execution of the project. The department has invoked Clause 3 of the contract, which empowers it to take penal action in cases of breach of contract or poor performance.
The contractor has been directed to show cause within three days from the date of receipt of the notice, explaining why action should not be taken under Clause 3(a) and (b) of the agreement. Failure to provide a satisfactory explanation within the stipulated period may result in punitive measures, including termination of the contract and forfeiture of security deposits, as allowed under the CPWD Manual 2022.
The notice warns that if no satisfactory explanation is provided, “action as contemplated under Clause 3(a) and (b)…and/or other clauses thereof will be taken without further notice.”
Copies of the notice have also been marked to senior PWD officials, including the Principal Chief Engineer, Chief Engineer-II, Superintending Engineer (C.O.VII), Assistant Engineer (W.D.IV, Mapusa), and the Divisional Accountant for further information and record.
The project pertains to the provision and installation of electrical accessories in multiple government schools across the Poriem constituency, aimed at upgrading basic infrastructure and improving learning environments.
PWD sources indicated that this notice comes as part of a broader departmental push to ensure accountability and adherence to quality standards in public infrastructure projects.
