New Delhi: Turkey-based aviation services provider Celebi Airport Services India Pvt Ltd has filed a petition in the Delhi High Court challenging the Indian government’s decision to revoke its security clearance, which was canceled on grounds of national security.
The Centre’s move came in the aftermath of Operation Sindoor, India’s cross-border anti-terror campaign, and amid heightened diplomatic tensions, following Turkey’s open support for Pakistan during the conflict. The Bureau of Civil Aviation Security (BCAS) issued the revocation order on Thursday, affecting Celebi’s operations at nine major Indian airports, including Delhi, Bengaluru, and Goa.
Union Minister of State for Civil Aviation Murlidhar Mohol confirmed the decision, stating, “Celebi is a Turkey-based company providing ground services at several Indian airports. Given Turkey’s support for Pakistan during recent hostilities, the matter has become one of national security. Accordingly, Celebi has been banned in the country.”
Celebi Denies Foreign Links, Calls Decision Arbitrary
On Friday, Celebi moved the Delhi High Court, contending that the cancellation was based on “vague and unsubstantiated” national security concerns, and that no prior notice was issued. The company argued that the order not only affects its operations but also puts 3,791 jobs at risk and could shake investor confidence in India’s aviation sector.
In its legal challenge, the company asked the court to set aside the government’s order, maintaining that the reasoning lacked clarity or evidence.
Responding to the allegations, Celebi said in a statement:
“Celebi’s business in India is truly an Indian enterprise, led and managed by Indian professionals, deeply invested in the country, and committed to its growth. We are not a Turkish organisation by any standard and adhere fully to globally accepted practices of corporate governance, transparency, and neutrality, with no political affiliations or links to any foreign government or individuals.”
Company Background and Indian Operations
Founded over 65 years ago, Celebi Aviation operates globally, delivering ground handling and cargo services across three continents and six countries. In India, the company had received security clearance in November 2022, and according to its official website, it handles approximately 58,000 flights and 540,000 tonnes of cargo annually at airports including Delhi, Bengaluru, Mumbai, Goa, and Kochi.
Despite its global origins, Celebi emphasized its local presence in India, noting that its Indian operations are independently managed and fully compliant with Indian laws and regulations.
The case is likely to be heard in the coming days, as Celebi seeks legal relief to resume operations in India amidst increasing scrutiny of foreign firms perceived to have geopolitical affiliations.
