AERIAL VIEW
We all know how the TCP minister has been using t\he department to target politicians; an example is Michael Lobo and Delilah Lobo. In that case, he went to the extent of sealing Lobo’s restaurant in Anjuna and filing a police case for illegal conversion of the land case.
We must ask the minister what happened to that case after the couple joined BJP. For that matter, we also need to ask him what happened to the Vagheri hill-cutting wherein his father’s name was involved?
The question now arises is whether the minister selectively targets the politicians or leaders to toe his line?
Clearly, Babushs’ outbursts have not gone well with the TCP Minister, as this has allowed CM Dr Pramod Sawant’s interference, which Rane cannot digest. Hence, he is now indirectly targeting Babush.

The after-effects of the Karnataka debacle of the BJP seem to be surely felt in the State BJP, where all does not seem to be well in the Government. The two top Ministers in the Dr Pramod Sawant Cabinet making wild allegations against their own Government.
Sounds weird, but true.
The two Cabinet Ministers – Vishwajit Rane, who holds portfolios of Health, TCP, Forest, and Urban Development and Atanasio Monseratte alias Babush, who has ministries of Revenue, Labour & Employment are attacking an undisclosed target in the past few days.
It all started with the Panaji MLA Babush alleging a scam in the Panaji Smart City works. He charged the works are sub-standard and said since the Chief Minister is personally monitoring it, he does not want to interfere.
Soon after Babush made this statement, the TCP Minister Vishwajit Rane went berserk on Twitter against illegal land conversions – without naming anyone but without an iota of doubt, one can understand his tirade is targetted at Babush Monseratte and no one else.
“The TCP Department has been given the necessary instructions; all documents, plans, minutes of the meeting, and the role of the state-level committee right from the formation of the RP-21 have been taken over by my office. These documents will be handed over to an investigative agency along with the expert committee under Section 17(2). Before the upcoming assembly session in the following three months, a preliminary report will be created. It was also brought to my attention that the SLC also put crematoriums on private properties without acquisition. Creating infrastructure for the State is good, but the State needs to acquire that infrastructure. Private property is the right of every Goan, and their NOC should have been taken, or the land should have been acquired by the Government before taking such a decision. On several people’s properties, roads were shown, dividing them for someone else’s vested interest. This is an absolute injustice to these few Goans, as a result of which these matters must be investigated in detail,” Vishwajit wrote.
Every Goan knows that Babush Monseratte’s name has been linked to teh Regional Plan controversy, and Vishwajit making these wild allegations a day after Babushs’ outbursts is no coincidence.

So what next? For now, the Chief Minister, Dr Pramod Sawant, is happy to wait and watch. He has got what he wanted. It is no secret that Vishwajit is one minister in the cabinet who does not like CM’s interference in his departments.
So with allegations flying around, CM has taken charge of Smart City and appointed his confidante Sanjit Rodrigues as the CEO of IPSCDL.
The CM, surely, seems to like the situation as he knows how to divide and rule and wants the show to go on as long it suits his agenda.
