New Delhi: The Winter Session of Parliament will be held from December 1 to December 19, 2025, following the approval of President Droupadi Murmu. The dates were confirmed after the government submitted its proposal, with the session schedule remaining subject to the requirements of parliamentary business. The announcement was shared by Union Minister Kiren Rijiju, who expressed hope that the upcoming sitting would be constructive and aligned with the expectations of citizens.
The previous Monsoon Session was marked by intense confrontation between the government and the Opposition. Several issues triggered prolonged debates, including the April 26 terror attack in Pahalgam and India’s subsequent Operation Sindoor targeting militant infrastructure in Pakistan and Pakistan Occupied Kashmir. These topics led to extended exchanges in both Houses.
The session also saw persistent protests over the Opposition’s demand for a discussion on the Special Intensive Revision of electoral rolls in Bihar ahead of upcoming state elections. The disturbances escalated when Opposition members tore a bill that sought to bar individuals facing serious criminal charges, including the Prime Minister and other ministers, from holding office. This incident contributed to repeated adjournments in both chambers.
Due to the ongoing disruptions, parliamentary productivity fell sharply. The Lok Sabha functioned for only 37 hours out of a possible 120, resulting in a productivity rate of about 31 percent. The Rajya Sabha recorded about 39 percent productivity, logging 41 hours and 15 minutes of effective working time. Despite the interruptions, Parliament managed to pass 15 bills during the Monsoon Session.
With the Winter Session approaching, expectations are high for more discipline and cooperation across party lines. Lawmakers will return to address pending legislative business and engage in discussions on key national issues, with the hope that the session can proceed with fewer interruptions and greater efficiency.
