CANACONA: Following the gram sabha resolution, Poinguinim Panchayat is to conduct a site inspection of the reclamation of the Galgibaga river and illegal constructions thereof in violation of CRZ notifications in Galgibaga area of Poinguinim village.
According to the notice issued by Poinguinim Sarpanch Savita Tawadkar, has sought EORE & EOVP for site inspection from Block Development Officer, (BDO) Canacona for the site inspection to be carried out on the 17th Oct’2024 evening.
As discussed and resolution passed in the Gram Sabha meeting to take appropriate action against illegal construction in Sy. No.173 of Village Poinguinim situated at Galgibaga, VP on its own also conducted an inspection in the month of August to identify the specific locations of illegal constructions and the individuals responsible for them and prepared a report accordingly.
The inspection report was thus placed before the Panchayat body which decided to request BDO Canacona to depute EORE and EOVP for the site inspection of alleged illegal construction‘, state the inspection notice dated 1st Oct’2024 addressed to Canacona BDO, and copies issued to four (4) of the alleged violators, besides Ward panch member to remain present for the site inspection.
Incidentally, it was way back in late June’2024 that one Savy Barretto wrote to VP Poinguinim Sarpanch and Secretary to include the issue of illegal constructions in river Galgibaga in the deliberations of the then Gram Sabha.
Savy Barretto stated that following Oct 2’2009 Canacona floods devastation along rivers Galgibaga and Talpona and including the construction of two bridges (KRC & Expressway/Highway) has left heavy debris behind in the river considerably reducing the water draining potential of the river, hampers smooth draining and added with global warming and changing weather pattern has increased the perils of cyclones and floods, and have put the residents of Galgibaga to greater risk of flooding.
Barretto alleged encroachment, reclamation and construction in the Galgibaga River, have added to the critical situation and demanded a discussion in the gram sabha on the illegal filling of river banks and using the place for parking vehicles and another river part is also filled and used for illegal construction. The issue was discussed in Gram Sabha on 30th June 2024, and a resolution was adopted with complainant Savy Barretto sites were identified and VP in its preliminary site inspection has also identified the alleged violators.
