COLVALE/PANAJI: A 90-year-old foreign national convict lodged at Central Jail, Colvale, passed away at the TB Hospital, St. Inez, Panaji on Monday.
Police said they received a wireless message from the Casualty Police, Goa Medical College (GMC), Bambolim, informing that Otto Mora Salzai (90), son of Joum Jose Salzai, a Costa Rica national, who was undergoing treatment at GMC ward no. 100 under MLC No. 25/7413 since September 19, 2025, had expired on September 29, 2025 at the TB Hospital.
Enquiry revealed that Salzai was a convict prisoner no. 29/2023, serving a sentence in Special Criminal Case (NDPS) No. 23/2014, after being convicted by the Hon’ble Additional Sessions Judge (Fast Track Court), Panaji.
Colvale Police have registered a case of Unnatural Death (UD No. 26/2025) under Section 194 of the BNSS 2023.
The matter has been reported to the SDM Bardez and SDPO Mapusa, and arrangements are being made to forward the case papers to the SDM Bardez for conducting an enquiry under Section 196 of BNSS 2023.
