PANAJI: Cruz Silva on Friday raised a Zero Hour mention in the Goa Legislative Assembly highlighting growing concern among students, parents and educators over the non-allocation of periods for Scouting and Guiding under the National Education Policy 2020.
Silva said the policy, which has been implemented since the academic year 2024–25, has affected around 214 schools across Goa and nearly 50,000 student members involved in Scouting and Guiding activities.
He pointed out that the issue has created anxiety among students, parents, Scoutmasters, Guide Captains, school heads and managements, who fear that the absence of dedicated periods may impact the continuation of these activities in schools.
The Vellim MLA stressed that Scouting and Guiding play a vital role in character building, discipline, leadership development and community service among students. He warned that denying time for such activities could weaken the concept of holistic education promoted in schools.
Silva urged the government to immediately restore dedicated periods for Scouting and Guiding and address the concerns raised by students and educators across the state.
