PANAJI: The Goa government has unveiled a revamped Solid Waste Management (SWM) Policy with the goal of reorganizing the state into four clusters: Saligao (with Bicholim as a sub-cluster), Bainguinim, Cacora, and Verna.
This initiative is meant to support waste management activities throughout the entire State.
The policy, which runs for 15 years, from 2022 to 2037, emphasizes recycling, reuse, recovery, and waste prevention while also improving infrastructure and providing support to authorized agencies and local governments.
Local self-governing organizations have the authority to impose sanctions and offer rewards under this policy.
People who are caught littering, burning in the open, or breaking SWM Rules may be subject to spot fines. Marshals with portable electronics will keep an eye on violators and take swift action.
The Goa Non-Biodegradable Garbage (Control) Act, 1996, permits the formation of flying squads for special enforcement drives in order to execute its provisions.
To effectively tackle the plastic problem, strict laws pertaining to the size, kind, and thickness of plastics will be enforced.
In addition, the proposal calls for outright prohibitions on single-use plastics and inferior plastic carry bags.
Dry waste shall be divided into recyclable fractions to be sold to authorized agencies; non-recyclable RDF (Refuse-Derived Fuel) shall be sent to cement businesses for co-processing or disposed of in accordance with regulations.
Wet waste will be treated using a variety of techniques, including the use of Black Soldier Fly Larvae (BSF), windrow composting, biogas plants, drum composting, organic waste converters (OWCs), or biomethanation facilities.
