PANAJI: Goa has been recognised as a Best Performer in Category B by the Central Government on the occasion of National Startup Day, marking a significant milestone in the state’s growing startup and digital ecosystem. The achievement was highlighted in the Goa Legislative Assembly, where the government also outlined an ambitious roadmap focused on artificial intelligence, emerging technologies, and employment generation for Goan youth.
During the Assembly session, Minister for Information Technology, Electronics and Communications Rohan Khaunte announced that the state will soon launch an AI assisted chatbot aimed at strengthening e governance services and improving citizen engagement. He said the initiative will enhance accessibility, efficiency, and responsiveness in public service delivery across Goa.
Responding to a legislative motion, the minister detailed the department’s sustained efforts in expanding digital connectivity, strengthening infrastructure, promoting skill development, and creating local employment opportunities. He said initiatives such as Har Ghar Fibre, which ensures last mile broadband connectivity, and the Goa AI Mission 2027 are reshaping the state’s digital landscape and preparing it for future technologies.
Under the Goa AI Mission, an AI Advisory Council has been formed to guide policy development and ensure inclusive and responsible adoption of artificial intelligence. The upcoming AI chatbot is expected to further reinforce Goa’s e governance framework and support transparent administration.
The minister noted that Goa’s Startup Policy and IT Policy were drafted through close collaboration with industry and academic institutions. At present, the state hosts 760 DPIIT registered startups, with women led enterprises accounting for 33 percent. Startups in Goa have received funding support of Rs 5 crore, reflecting the government’s emphasis on innovation driven growth.
He also highlighted that Goa is positioning itself as a hub for digital nomads, creative professionals, and remote workers through initiatives such as Work from Goa and First Fridays. These programmes aim to establish the state as a Design and Creative Capital rather than a conventional IT hub.
More than 100 creative enterprises are currently operating in Goa. At the Electronics Manufacturing Cluster in Tuem, drone manufacturing firms, anti drone technology companies, and research focused startups have already begun operations. Upcoming initiatives include a dedicated Drone Policy and a Drone Park in Cortarim.
Education and skill development remain central to the government’s strategy. While high performing students benefit from campus placements, targeted upskilling programmes are being implemented for others. The state is also advancing readiness for Industry 4.0 and Industry 5.0, with a strong focus on AI, automation, robotics, and smart manufacturing to ensure sustainable job creation.
