PANAJI: The Office of the Chief Electoral Officer, Altinho, Panaji, has published the Final Electoral Roll of the Special Intensive Revision (SIR) 2026, bringing the total number of electors in Goa to 10,57,566 as on February 21, 2026. The revision, conducted with January 1, 2026 as the qualifying date, reflects a net decrease of 27,426 voters, marking a 2.53% decline compared to the previous roll.
The Draft Roll published on December 16, 2025 had recorded 10,84,992 electors, including 5,23,304 males, 5,61,679 females and 9 third gender voters. Following the disposal of claims, objections and deletions of ineligible entries, the Final Roll now comprises 5,11,436 male voters, 5,46,121 female voters and 9 third gender voters.
During the revision exercise, Enumeration Forms were generated for 11,85,034 electors prior to draft publication, of which 10,84,992 (91.56%) were received. A total of 1,00,042 electors (8.44%) were categorized under ASDD (Absentee, Shifted, Dead, Duplicate), including 25,574 deaths, 29,729 untraceable or absent voters, 40,469 permanently shifted electors, 1,997 already enrolled elsewhere and 2,273 under other categories.
Out of the draft roll electors, 9,02,589 (83.19%) were successfully mapped with their own or parents’ electoral details, while 1,82,403 remained unmapped. Among the mapped electors, 4,89,629 were self-mapped and 4,12,960 were mapped as progeny. The ECI IT system flagged 58,923 cases under logical discrepancies, including father name mismatches, abnormal age differences and cases of progeny exceeding six. These were examined and decided by the Electoral Registration Officers and Assistant EROs after issuing notices and conducting hearings.
Between December 16, 2025 and January 19, 2026, a total of 24,949 claims and objections were processed. During this period, 12,166 new electors were added and 39,592 were deleted. Additionally, 35,780 electors were marked ineligible after scrutiny under unmapped and discrepancy categories.
The percentage of electors aged 18–19 years increased from 0.57% in the draft roll to 0.89% in the final roll, though it remains below the projected population share of 3.41%. The gender ratio in the final roll stands at 1068, slightly lower than 1073 in the draft roll. The state has achieved 100% photo coverage and 100% EPIC coverage for general electors. As on date, 22 overseas electors and 301 service electors are enrolled. Following rationalisation, Goa now has 1,731 polling stations. The Final Electoral Roll has been made available for public inspection, and provisions for appeals have been outlined under the Representation of the People Act, 1950.
