PANAJI; The High Court at Goa has issued notices to the State government and the Town and Country Planning (TCP) Department in petitions challenging the government’s decision to withdraw permissions granted under Section 39A of the TCP Act in the St. Andre constituency.
The Court has granted six weeks’ time to the respondents to file their replies and has posted the matter for hearing on June 17.
The petitions question the State’s move to suspend all provisional and final land conversion cases under Section 39A in St. Andre.
The government had taken this decision on February 26–27, 2026, following intense protests and a hunger strike led by St. Andre MLA Viresh Borkar.
The action effectively brought zone change-related processes in the constituency to a temporary halt.
