MARGAO: South Goa Member of Parliament ( INC) Captain Viriato Fernandes today raised the issue of implementation in Goa, the 73rd Constitutional Amendment Act in Panchayat Raj. He addressed this matter of urgent importance today in Parliament during Zero hours. The 73rd Amendment envisages the Gram Sabha as the foundation of the Panchayat Raj System to perform functions and powers entrusted to it by the State Legislatures. The Act was enacted by the Government in 1992 to address these issues and improve local self-governance. The 73rd Amendment Act’s primary goal was to democratically decentralise authority and resources from the centre to locally elected Panchayat members in order to increase citizen participation in governance.
Captain highlighted the ill conceived land use laws being enacted in Goa to convert large scale agriculture, orchard, forest and NDZ into settlement despite Gram Sabha resolutions passed by the villagers and said that it was all the more important to implement 73rd amendment to stop Goa’s destruction n turning the state into a coal hub.
