PONDA: The Registrar of Cooperative Societies (RCS) has issued show-cause notice to around 18 former Board of Directors for alleged mismanagement causing loss to Goa Dairy and its Cattle feed plant while making various raw material purchases to the tune of Rs 5 Crore.
Arvind Khutkar, RCS has taken action following an inquiry by ARCS Rajesh Parvar after complaints filed by Goa Dairy farmer Ramesh Naik.
The notices are issued alleging that the purchases concerning buffalo milk. Cottonseed extractions are made at higher rates, sidelining bidders’ low rates, thus alleging them of causing loss to Goa Dairy.
RCS has ordered the former directors to give a written reply and if possible, with evidence on 29 July.
As per the order, the inquiry conducted by assistant registrar Rajesh Parwar has revealed that substandard material was used in the place of cotton seed extract and purchases were made by changing purchase specifications. It is also mentioned that Goa Dairy’s then board members violated NDDB guidelines in the manufacture of the cattle feed. Secondly, the stated board members incurred loss of around Rs 50 lakh to the dairy by purchasing buffalo milk from the agencies which quoted highest rate instead of lowest rates. And, also purchased milk from the agency which had not taken part in the bidding process. Even the use of urea and optigen has been inquired by the assistant registrar.
18 former board members, who have been issued show cause notices include Shrikant Naik, Dhananjay Desai, Madhavrao Desai, Vithoba Desai, Baburao Fadte, Vijaykant Desai, Naresh Malik, Gurudas Parab, Shivanand Pednekar, Madhav Sahakari, Rajendra Sawal, Ulhas Sinari, Dr Navso Sawant, Rajesh Phaldesai, Vijaykumar Patil, Ajay Desai, Babu Komarpant and Aselmo Furtado.
The registrar has asked them to show cause in writing within a period of 1 month over why they should not be held responsible for the decision taken during their tenure.
