PANAJI: After the controversy in 2020 over BJP workers benefiting under the scheme, the government has now relaunched registration of beneficiaries cover under the Goa Building and other construction Workers (Regulation and Conditions of service) Act, 1996.
The government has requested workers to register themselves as beneficiaries to make them entitled for the benefits provided by the Goa Building and other Construction Workers Welfare Board.
For the purpose, every building worker who has completed eighteen years of age, but has not completed sixty years of age, and who is engaged in any Building or other Construction Work for not less than ninety days during the proceeding twelve months is eligible for registration as a beneficiary to avail the benefits contemplated by The Goa Building and Other Construction Workers Welfare Board.
Registering Officer is concerned Labour Inspector (LI) of the Area/ Jurisdiction
The documents required for the Registration includes, applicant form which will be given by the LI on the day of Registration, three passport size photographs, Employment Certificate from Employer/Contractor/ Registered Association of India / CREDAI/Contractors’ Association/Self Certificate form present Trade Union /Builder Certificate, proof of age .i.e. School Leaving Certificate, Birth Certificate , Driving License, Passport, EPIC Card, pan Card , Nominee details name, Aadhar Number of Nominee, relationship , photo copy of first page of Bank Pass Book of Construction workers. Besides Aadhar card is Mandatory.

Activists in Goa have alleged a scam in the registration of beneficiaries under the Goa Building and Other Construction Workers Welfare Scheme, and demanded an inquiry into how people who are clearly not construction labourers have registered their names to receive benefits under the scheme.
According to a complaint filed before the Panaji Police as well as before the Commissioner of Labour and Employment, a group of seven activists has alleged that at least a few of the around 15,000-odd beneficiaries who received funds under the scheme, were in fact people associated with political parties. They said that these people are elected representatives at the village level and have businesses not connected with construction labour.
