Goemkarponn desk PANAJI: High Court has lifted the moratorium imposed on Colva Village Panchayat regarding issuing of construction licences. The Court had put the restraint in April this year as the Panchayat had failed to set up and make an operational permanent Material Recovery Facility (MRF) for garbage management within its jurisdiction.
