Panaji: In a major digital governance initiative, the Goa government has launched Phase I of Online Panchayat Services and introduced an AI-based attendance monitoring system for panchayat staff, marking a significant step under the state’s Digital Goa mission.
Chief Minister Dr. Pramod Sawant formally inaugurated the services, which are now available through the Goa Online portal. Citizens can now apply for nine essential panchayat services from the comfort of their homes, without needing to visit local offices.
Panchayat Services Go Digital
The services available online include:
•Character Certificate
•Residence Certificate
•Income Certificate
•NOC for Electrical and Water Connections
•Registration/Renewal of Trade Establishments
•Permission for House Repairs
•Access to Meeting Proceedings
•Certified Copies of Panchayat Resolutions
Officials said that all proceedings will now be digitally recorded and made available to natives of each panchayat, ensuring transparency in decision-making and faster service delivery.
Citizens will be able to upload documents, track application status in real-time, and receive digitally signed certificates instantly. The reform is expected to significantly reduce paperwork and improve public service efficiency.
AI Facial Recognition for Staff Attendance
In parallel, the government rolled out ‘Niyamit Goa’, an AI-powered facial recognition system designed to track touchless, real-time, and geo-tagged attendance of Panchayat staff. The system aims to enhance workforce accountability and eliminate discrepancies in attendance records.
CM Sawant confirmed that the system will be expanded to other departments in a phased manner.
Improved Governance and Coordination
The initiative, jointly implemented by the Directorate of Panchayats, Department of Information Technology, and Goa Electronics Limited, is expected to improve record-keeping, enhance transparency, reduce manual workload, and strengthen coordination between panchayats and state departments.
Future phases will expand the online platform to cover additional Panchayat services, furthering Goa’s transition to a digitally enabled governance model.
