The The Goa government has warned its employees against participating in any agitation or campaigns which would amount to criticism to govt. The Vigilance dept issued circular in this regard.
“It is noticed that a number of Government servants are getting involved in agitations) campaigns against the Government policies and signing petitions to that effect and submitting the same directly to the Governor and the Chief Minister, without following the established practice of routing through proper channel thereby bypassing the Higher Authorities.” the circular states
Goa government has warned its employees against participating in any agitations or campaigns which would amount to criticism of government.
Such conduct attracts the prohibition/restriction under the Central Civil Service (Conduct) Rules, 1964.
“The Central Civil Service (Conduct) Rules, 1964, provides the process by which a government servant can express his or her opinion for consideration of the government,” the circular reads.
Accordingly, it is imperative that all Government servants adhere to the provisions of the CCS (Conduct) Rule, 1964, scrupulous as violation of the same will attract disciplinary actions.
“It is enjoined upon all the Government servants to stick by the above rules and not to get themselves involved in any agitation or campaigns which would amount to criticism of Government or sign and submit representations without routing through proper channel,” the circular adds.
