PANAJI: The government intends to change the Goa Regularization of Unauthorized Construction Act to expedite the regularization of homes built under the 20-Point Program, according to announcement made by Revenue Minister Atanasio Monserrate (Babush).
He clarified that while private properties are covered by the current Goa Regularization of Unauthorized Construction Act, 2016, structures covered by the 20-Point Program are not.
For private properties, there is the Goa Regularization of Unauthorized Construction Act, 2016.In the same vein, the 20-Point Program’s structures will only be taken into consideration upon their revision. Only if these are formally allocated will we regularize,” he declared.
In response to a private members’ resolution put forth by GFP MLA Vijai Sardesai, who urged the government to pass an urgent Ordinance, Corrigendum, Circular, or Amendment to facilitate regularization of houses constructed under this program and having technical deviations that are regularizable under law, the minister also denied the existence of any sale deed of any structures allotted under the program.
The MLA went on, “The proposed regularization will reassure the purpose of the scheme and its commitment to eradicate poverty and social and economic disparities. The citizens who are using the land under the 20-Point Program for the purpose of constructing their own dwelling house are primarily from the Scheduled Caste, Scheduled Tribe, Other Backward Classes, or Economically Weaker Section.”
