MAPUSA: The Mapusa Municipal Council (MMC) has authorized a budget of Rs 59.75 crore for the fiscal year 2024–2025; however, because of the election code of conduct that is in place, no new development projects in the town will be announced.
With an estimated Rs 14 crore in revenue shown as grants-in-aid from the State and Central government through the 15th Finance Commission, the budget emphasizes the municipal council’s reliance on public funding.
The council has set a target of Rs 59.75 crore for revenue generation, but expects expenditure to reach Rs 66.74 crore, leaving a deficit budget of Rs 6.99 crore. The new fiscal year’s primary sources of income are the construction license fees (4.5 crore), house tax (12.50 crore), and building, retail, and stall rentals (3.70 crore).
Furthermore, it is anticipated that pay parking and market cess collections will contribute Rs 1.20 crore and Rs 1.90 crore, respectively. From municipal council funds, the MMC has set aside Rs 3 crore for “other development works” like gutters and roads.
Additionally, Rs 50 lakh has been set aside for road repairs, footpath maintenance, and desilting of wells. Finally, Rs 20 lakh has been set aside for the creation, upkeep, and repairs of gardens, urinals, offices, and garages.
Interestingly, the council has set aside Rs 17.50 lakh for the hiring of a librarian for the current fiscal year, even though the municipal library has been closed for more than three years. Council members from the opposition have criticized the budget, calling the estimates inflated and accusing the council of not doing enough to increase revenue.
