PORVORIM: Chief Minister Dr Pramod Sawant, who holds the PWD portfolio, said that the “No Hump type of speed Breakers are allowed on National Highways. However, rumblers strips as per IRC 99-2018 are allowed at critical locations as Traffic calming measures.”
CM was replying to the Calling Attention tabled by
AAP MLA Venzy Viegas who drew the attention of the House called due to no clarity on the installation of speed breakers. As per the Hon. Supreme Court guidelines and the Ministry’s rules, speed breakers are not allowed on Highways.
“The highways are meant for high-speed travel. Due to this guideline, there is confusion and all important locations like T-junctions, intersections of minor roads, Selected local streets in residential areas, schools, colleges or universities, campuses, hospitals, etc., also in areas where traffic is observed to travel faster than the regulated or safe speed in the area, these places are neglected and no speed breakers are installed back after tarring of roads, also the process of speed breaker approval should go online within 30 days maximum time frame.”
To this, the CM replied, “As per the prevailing guidelines of MoRTH, No Hump type of speed Breakers are allowed on National Highways. However, rumbler strips as per IRC 99-2018 are allowed at critical locations as Traffic calming measures”.
He said presently on National highways, the existing hump-type speed Breakers are being removed by floating tender as a part of compliance with the MoRTH directives. Speed Breakers/ rumblers on other roads such as State Highways (SH), Major District Roads (MDRs), Other District Roads (ODRs), and Village Roads (VRs), provision of same is allowed as per IRC 99-2018 with the approval of respective District Magistrate. Usually after receiving suggestions from the traffic cell proposal is framed by the road-owning authority for taking up the work with due approval of the District Magistrates.
“Wherever resurfacing is done, provisions are always made in the work. Reinstallation of existing speed Breakers /rumblers at respective locations. Normally such traffic calming measures are provided at critical locations such as T junctions, intersections of minor roads, selected local streets in residential areas, schools, colleges, university campuses, hospitals etc,” CM said. CM further said the policy for speed breakers on roads in the state of Goa – 2023 has been approved by the Government and notified for implementation on all roads other than NH in the state.
