CANACONA: Coming hard on the Sarpanch’s statement on validity of Resolutions passed in the gramsabha by 200 members, villagers asked the Loliem-Polem Sarpanch to learn the grampanchayat rules or quit from the post she is holding in the village panchayat of Loliem-Polem.
Issuing a pre-recorded video of public statement, after watching recorded statement of VP Loliem-Polem Sarpanch Nisha Chari on Sunday evening Meena R Warik introducing herself as the citizen from Maxem area said, ‘Today at about 11 am I have attended the gramsabha of our village, and now I have heard a comment of our Sarpanch where she says, the Sundays Loliem-Polem gramsabha was attended by only 200 members.
The presence may be 200 or 20, but she proceeded with the meeting with whomever or whatever presence, the meeting is valid, quorum becomes immaterial. Secondly, the sarpanch has accepted the meeting agenda, and in that agenda, applications regarding ‘Film City’ received from the members is registered and accepted and kept it for discussion.
Besides, one of the panch has called for discussion of the issue of Film City. Under such circumstances, the meeting becomes valid.
Besides a meeting has AOB, as per trhis Any Other Business point, if any discussion on any issue come up for discussion and the presiding officer (Sarpanch in this case) gives her accent allowing discussion on the issue, it also becomes Valid only and that meeting becomes totally valid only. Incase, and in such circumstance if the sarpanch is not aware about al these things, she should learn and understand these rules and regulations.
To become a noble sarpanch of the village she should avail all the knowledge and come to serve the residents/ citizens otherwise she should resign and go.
Dattaprasad Prabhu Gaonkar also questioned the reasoning behind the sarpanch’s assertion and linked it to the Loliem Comunidade meeting held on October 15 which unanimously decided to allow 10.5 lakhs sqm of its land at Bhagwati Plateau for the Film City.
“If we go by the sarpanch’s logic, then even the Loliem Comunidade resolution should be questioned as the meeting was attended by only 40 members/components. Loliem Comunidade certainly has more than 40 components/members, and a resolution passed by only 40 members until all the Communidade members says so should not have been taken into consideration at-all,” said Prabhu Gaonkar.
Meanwhile, reacting the Sarpanch statement, Loliem resident and one of the forefront activist
Dennis Fernandes said, ‘our Sarpanch was well aware that the issue was in the agenda. May be she did it (her statement) under pressure which was seen and felt by the members during the gram sabha. We all Loliemkars will pray for the Almighty to give Wisdom to all the elected representatives of our village panchayat of Loliem-Polem’.
Incidentally, members attending the Sunday’s gramsabha claims the 400 people meeting hall was packed, whereas panchayat staff obtained signatures of only around 200 attendees, perhaps to show low attendance. Manoj Prabhugaonkar, Dennis Fernandes, Prashant Pagi, Ex-Sarpanch Bhushan Prabhugaonkar , Deepak Pagui, Durgesh Warik, Arun Bhat, Vishant Prabhugaonkar, Sanjay Naik, Ex-Sarpanch Shailesh Pagi, Om Prabhugaonkar, Cajy D’Silva, were some of the gramsabha members who actively took part in the discussions particularly on Fil City issue in Sundays gramsabha.
