On backfoot over the Bill; BJP Govt to allow Goa Bhumiputra Bill to lapse

PORVORIM: With an eye on upcoming elections, the BJP led government has decided to allow the controversial Goa Bhumiputra Adhikarani Bill to lapse and a new Bill to be introduced once a new government takes over next year.
“The government has decided to allow the Goa Bhumiputra Adhikarani Bill to lapse and a fresh Bill to be introduced once a new government takes over next year,” said Mauvin Godinho.
He further said that the government wants to study more aspects and have a much broader scope.
“Govt had a re-think and said that the bill needs much wider consultation and after that, we will have a new bill if required,” he said.
CM Sawant had also said that the word Bhumiputra would not be used in the bill and also that the same will come for discussion before the next assembly session, which is likely to be held after 2-3 months.
“Nearly 1.5 lakh household to benefit; Bill is not to facilitate migrants; only those having valid documents to get their name on form XIV,” Sawant had said.
Bhumiputra Adhikarini Bill 2021 was passed in the recent assembly session, allows the state to give a dweller house ownership so that they could live with dignity and self-respect.
CM also said that the government will accept various suggestions from people for which a separate link has been created on GoaOnline.gov.in, which is set to be activated from August 4.
The State government faced criticism from various quarters, including NGOs, activists, and media, over the Bill, which would help the migrants more than the Goans.
What is the Bhumiputra Adhikarini BIll?…
“Bhumiputra” means a person who is residing in the State of Goa at least for a period of thirty years before the date of making application under section 5; and in occupation of a dwelling unit and includes his or her spouse, son, daughter in law and unmarried daughter;
“Bhumiputra Adhikarini” means a committee constituted under section 3 of this Act.
“Dwelling Unit” means a permanent structure having plinth area not exceeding 250 Square Meters which has been constructed or in existence before the first day of April 2019 and assessed for the house tax by the local authority and has water and electricity connection;
Constitution of “Bhumiputra Adhikarini”. – The Government may, by notification in the Official Gazette, constitute a committee consisting of Deputy Collector as its Chairperson and other members, namely Official from Town and Country Planning Department, Forest Department, Environment Department and Mamlatdar of Respective Taluka to be called “Bhumiputra Adhikarini” to exercise power conferred on and to perform the functions assigned to it under this Act.
