The Vagator rave party or the drugs party, has to be one of the biggest scoop of year considering the number of people the main organizers of this party – Kapil Jhaveri and Shailesh Shetty, knew or had good relations with.
After the arrest the mud-slinging has began in the political circles with the ruling and the Opposition blaming each other after photographs with the accused went viral on social media.
What is even more shocking is that the rave parties, drugs and prostitution – the three vices of tourism in Goa, are flourishing even when the entire country, including Goa, is under lockdown.
While the Crime Branch SP and his team need to appreciated for the raid, questions need to be asked as to why the politicians were quite all this while?
Goemkarponn.com has now accessed incriminating documents which suggest that the State government or rather the Chief Minister and Dy Chief Minister (Tourism) had some very good relations with the Percept Live, whose co-owner Shailesh Shetty has been arrested by the Crime Branch.
The development of Vagator party raid has come just within days after the State Cabinet approved their proposal for CM’s COVID fund.
One opines whether the Vagator party was a barter deal for Contribution to the Chief Minister’s Relief Fund.
Interestingly, the Cabinet, after a proposal from Toruism Dept, had ratified the communication made to M/s. Percept Live, (Organizers of the Sunburn Music Festival) with regard to their proposal to partner with State Government for organizing online fundraiser event for Chief Minister Relief Fund – COVID 19.
The note further says that “Department of Tourism had received a proposal from Ms. Percept Live (Organizers of the Sunburn Music Festival) requesting the State Government to partner for an online event proposed to be hosted by them with World’s best DJ, Dimitri Vegas & Like Mike (DVLM) and World No 1 Social platform Facebook, to raise awareness and promote Tourism in the State of Goa post COVID -19 with a theme “Welcome Back to Goa’ as well as to raise funds for the Chief Minister Relief Fund COVID 19, Government of Goa. The Proponents has requested to seek clearance under the Foreign Contribution (Regulation) Act, (FCRA) so as to facilitate the transfer of the donations to the above said Account.”
In the subsequent communications that were received from Ms. Percept Live, the Proponents informed that they would like to bring on board “GIVE INDIA FOUNDATION” to facilitate the receipt of donations received in foreign currency as it is a reputed charity platform and also works extensively with Facebook on all charity and donation initiatives for India.
It was further informed that that GIVE INDIA has agreed to transfer 100% of the funds to the Chief Minister Relief Fund and have informed that as the Artists will be travelling as such they intend to shoot the event in Belgium on 29/07/2020 and thereafter the event will be projected as “Live when they actually stream it on Facebook.
They had therefore requested to convey are official sanction for the same. The Proponents have also shared a copy the MoU which they have proposed to enter into as tripartite between Stat Government, Ms. Percept Live and GIVE INDIA FOUNDATION.
Finance department approval
Accordingly, the proposal was submitted to the Finance Department for their guidance.
The proposal was submitted to the Government based on the opinion of Finance Department to issue a letter dated 30/07/2020 to the Proponents, wherein it was conveyed that any contribution to the Chief Minister’s COVID Relief Fund in Indian currency is always welcome and the clearance for receipt of the foreign contribution will be informed to them once received.
FD says it has no objection as all the individual bodies can contribute freely to the said account in rupees. It was also clarified by FD that no official sanction would be needed as sought by the proponents.
Accordingly, “the Cabinet resolved to ratify the letter dated 30/07/2020 issued to M/s. Percept Live (Organizers of the Sunburn Music Festival) in response to their proposal to host online event with World’s best DJ, DVLM and World’s No. 1 Social platform Facebook, to raise awareness and promote Tourism in the State of Goa post COVID -19 with a theme “Welcome Back to Goa” as well as to raise funds for the Chief Minister Relief Fund.
Importantly, the proposal has been approved by Dy. Chief Minister / Hon’ble Tourism Minister and the Hon’ble Chief Minister, the note reads.
