PANAJI: The Goa government has registered 16 FIRs and initiated preventive proceedings in connection with student, youth and public agitations across the state between January 1, 2022, and July 2026, Chief Minister and Home Minister Pramod Sawant informed the Goa Legislative Assembly.
According to the government’s written reply to a starred question raised by Benaulim MLA Venzy Viegas, one case was registered in 2022, two in 2023, seven in 2024, two in 2025 and four up to July 2026.
The cases largely relate to demonstrations allegedly held without police permission, with charges including unlawful assembly and obstruction of public roads.
Regarding the July 2026 agitation at Azad Maidan, the government stated that Panaji Police registered FIR Cr. No. 123/2026 under Sections 189, 189(2) read with Section 190 of the Bharatiya Nyaya Sanhita against unknown supporters and protesters. Police also issued a call letter to Amreen Shaikh for questioning in connection with the investigation.
In a separate preventive action, Panaji Police registered Chapter Case No. 127/2026 under Section 126 of the BNSS against Mohammad Danish and submitted the matter before the Sub-Divisional Magistrate, Tiswadi.
The government declined to provide case diaries, interrogation records and internal FIR documents related to the ongoing proceedings, citing Rule 37 of the Goa Legislative Assembly’s Rules of Procedure and Conduct of Business concerning sub-judice matters and active police investigations.
On allegations of unequal action against political groups, the Home Department clarified that the BJP had obtained official permission for its July 22, 2026 protest march from its party office to the ferry point in Panaji.
The District Magistrate, North Goa, had granted permission to the BJP Goa Pradesh State General Secretary, subject to 12 conditions covering traffic management, noise levels and maintenance of public order.
