Their success depends on how vehicles enter, exit, merge, turn and connect with the existing road network.

The Porvorim Elevated Corridor was presented as a major answer to one of Goa’s most persistent traffic problems. After years of construction, disruption and public anticipation, the six lane corridor finally opened to traffic. For motorists, it was expected to bring speed, smoother movement and relief from the daily congestion on the Panaji Mapusa stretch.
But within days of its opening, the picture has already become complicated.
The latest traffic restrictions raise an uncomfortable question: Was the corridor opened before the traffic management arrangements were fully tested?

The problem is not the elevated corridor itself. The corridor is a significant piece of infrastructure and has the potential to transform traffic movement between Panaji and Mapusa. The concern is whether the supporting traffic arrangements are keeping pace with the project.
A six-lane elevated road cannot be judged simply by looking at how quickly vehicles travel on it. What matters is the entire traffic ecosystem around it.
If two-wheelers are pushed onto service roads while cars and other vehicles use the elevated corridor, those service roads must be capable of handling the additional traffic safely. They must have proper lane discipline, lighting, signage, pedestrian arrangements and adequate space. Otherwise, congestion and safety problems could simply move from the elevated road to the road underneath.
Similarly, closing access points towards Atal Setu may solve one traffic conflict while creating another elsewhere. Every entry and exit point has a purpose. When one is closed, traffic has to find another route. That movement must be planned carefully to avoid bottlenecks.
The authorities deserve credit for recognising problems early rather than allowing them to become permanent. A newly commissioned road can and should be fine-tuned. But the public also deserves clarity.
What exactly went wrong? Was the original traffic plan inadequate? Were the entry and exit points creating conflicts? Was the movement of two-wheelers causing safety concerns? Were these issues identified during trials before the opening?
The government and the Public Works Department should answer these questions openly.
The public has already endured years of inconvenience while the corridor was being built. Now, after spending hundreds of crores on the project, motorists should not be left guessing about which road they can use today and which road they cannot use tomorrow.
The elevated corridor should not become a corridor of colour confusion, with traffic rules changing every few days and commuters learning about restrictions only after reaching the road.
This is precisely the stage where technology, traffic data and professional planning must take over. Authorities should monitor vehicle volumes, travel times, bottlenecks and accident risks and publish the findings. Decisions should be based on evidence rather than trial and error alone.
The Porvorim corridor deserves a fair chance to succeed. But success will not come merely from opening the flyover. It will come from managing everything around it properly.
Goa has waited long enough for better roads. It should not now have to wait for better traffic planning.
