New Delhi: Delhi Police has introduced a 10 point intelligence framework aimed at improving preparedness ahead of large protests and public gatherings in the national capital.
The new approach places greater emphasis on gathering detailed information before major demonstrations, following concerns over police preparedness during recent protests and clashes around Jantar Mantar and Connaught Place.
Under the revised strategy, police units will collect information well beyond estimated crowd size and the location of a demonstration. Officers will seek details about expected participants, organisers, demands, mobilisation methods, accommodation, local contacts, funding and logistical arrangements.
Police will identify the expected number and profile of protesters and gather information about organisers, leaders and key functionaries. Officers will also determine the issues and demands behind a planned demonstration.
The intelligence network will assess how protesters are being mobilised, including the regions they are travelling from. Information on accommodation, movement within Delhi and departure plans will also be collected.
Authorities will examine links between organisations involved in a protest and identify their local support networks and affiliations. Police will also assess the sources of funding supporting the mobilisation and examine transportation, accommodation and other logistical arrangements.
A detailed assessment of expected turnout and potential law and order risks will be prepared before major gatherings begin. The objective is to provide operational teams with actionable information that can help them anticipate crowd movements and respond to emerging situations.
Delhi Police has also ordered a comprehensive review of its wireless communication network. Any shortcomings are to be addressed to improve coordination between senior officers and personnel deployed on the ground.
The system is expected to support communication between beat officers, traffic units, security teams, PCR personnel and district formations. Senior officers will also be required to remain accessible so that field updates and operational instructions can be communicated quickly.
The changes follow the July 20 protest at Jantar Mantar, where a large gathering escalated into clashes after demonstrators attempted to move towards Parliament. The incident has prompted Delhi Police to strengthen both its intelligence gathering and operational preparedness for future large scale protests.
