If enforcement becomes purely automated without adequate guidance, visitors may feel they are walking into a trap rather than a tourist destination.
The second concern is accuracy. Artificial intelligence is not infallible. Around the world, AI based traffic systems have occasionally produced incorrect readings because of poor visibility, heavy rain, damaged number plates, vehicle shadows, similar registration numbers or technical glitches. “
From August 1, Goa’s AI-enabled traffic cameras will reportedly begin issuing fines without any grace period. The government has projected the move as a major step towards improving road safety, enforcing discipline and reducing accidents. Few would disagree that Goa needs stricter traffic enforcement. Speeding, reckless driving, signal jumping and helmet violations continue to claim lives on the state’s roads.
Yet, before this system is allowed to function as an unquestionable authority, several uncomfortable questions deserve answers.
The first question is simple. Who is this system really targeting? The second concern is accuracy. Artificial intelligence is not infallible. Around the world, AI based traffic systems have occasionally produced incorrect readings because of poor visibility, heavy rain, damaged number plates, vehicle shadows, similar registration numbers or technical glitches. Goa experiences intense monsoon conditions for several months each year. Can authorities confidently state that the cameras have been independently tested under such weather conditions? What is the certified accuracy rate? Has the technology undergone third party validation or are citizens simply expected to trust the system because it is labelled “AI”?
Another concern is transparency. Which violations will the cameras detect? Will they identify helmet violations, seat belt usage, speeding, wrong lane driving, mobile phone use and signal jumping with equal reliability? What happens when the system makes an error? How quickly can an innocent motorist challenge a wrongly issued fine? Is there a simple, affordable and time bound appeals mechanism, or will people have to spend days proving their innocence?
Technology should never replace accountability.
There is also the issue of fairness. Automated enforcement should not become selective enforcement. Cameras installed only at high revenue generating locations while dangerous accident prone stretches remain unmonitored would raise doubts about the true objective. If safety is genuinely the priority, camera placement should be based on accident data and scientific traffic studies, not on the potential to generate penalties.
Equally important is public awareness. Enforcement cannot begin overnight without ensuring that every driver understands the rules being monitored. Clear signboards, advance warnings, public education campaigns and adequate road markings are essential. Many junctions in Goa still suffer from faded lane markings, missing signs and confusing intersections. Expecting flawless compliance while basic road infrastructure remains deficient is hardly fair.
Privacy also deserves discussion. AI cameras capture enormous volumes of information about vehicles and their movements. Citizens have a right to know how this data will be stored, who can access it, how long it will be retained and what safeguards exist against misuse. Surveillance without transparency risks eroding public trust.
The government must also answer whether the system has undergone an independent technical audit. If a private vendor supplies and maintains the cameras, who verifies their performance? Will periodic audit reports be placed in the public domain? Can citizens examine the evidence used to issue a fine? Transparency builds confidence. Secrecy breeds suspicion.
Most importantly, the success of road safety cannot be measured by the number of challans issued or the revenue collected. Success should be reflected in fewer accidents, fewer fatalities and better driving behaviour. If fines become the primary indicator of achievement, the public will naturally conclude that enforcement is more about income than safety.
No responsible citizen argues against penalising genuine traffic offenders. Those who break the law should face consequences. But when punishment is delivered by algorithms rather than human judgment, the burden on the government to prove fairness becomes even greater.
Artificial intelligence can undoubtedly strengthen traffic management, provided it is accurate, transparent and accountable. Until the authorities answer legitimate questions about reliability, independent testing, data privacy, appeal mechanisms and implementation strategy, skepticism is not opposition to technology. It is simply responsible citizenship.
Goa deserves safer roads. It also deserves a traffic enforcement system that earns public confidence rather than merely demanding it.
