MARGAO: The Salcete Mamlatdar Prataprao Gaunker has filed a complaint against Arthur D’ Silva candidate in Margao Municipal Council Elections, for moving around his ward during his quarantine period.
“It has come to the notice of the undersigned that Arthur D’ Silva r/o Lui Ruz Building, Margao aged 56 years has tested positive on 22/04/2021 for COVID-19 & the same is confirmed by the Directorate of Health Services in its list of cases,” the Mamlatdar said in complaint.
Further, he added, today morning ie 23/04/2021 around 7.30 am telephonic information received from the Identifying Officer who is posted on Election MARGAO duty in ward VII of Margao Municipal Council that voters are complaining that Arthur D’ Silva inspite of being Covid positive is moving around in the locality of ward no. VII for campaigning and there is a fear amongst the locals.
“At around 11.30 am, Arthur D’ Silva was found moving, campaigning & soliciting votes in Car No. GA-07-K 8888. When he was stopped by the undersigned & Police Inspector of Fatorda Police Station near Shivam Restaurant, Murida Fatorda, Goa and questioned him that since he is Covid positive, he should be either in home isolation or Covid Care Centre, at that point Arthur D’ Silva just left in his car,” the Mamlatdar wrote.
Therefore, he said, his act has disobeyed the provisions made under Epidemic Disease Act 1897 & Goa Epidemic Disease Covid-19 Regulations, 2020.
“Hence, under Section 3 of Epidemic Disease Act 1897, you are required to register First Information Report (FIR) against Shri. Arthur D Silva for committing an offence punishable U/s 188 of the Indian Penal Code, 1860,” the Mamlatdar said in a complaint to PI.
