PANAJI: Disability Rights Association of Goa has demanded 4% reservation in jobs of Goa Human Resources Development Corporation.
In a letter addressed to State Commissioner for Persons with Disability, Chief Secretary, Chief Minister and Labour Commissioner DRAG stated
“We wish to bring to your notice that Goa Human Resources Development Corporation has advertised 944 posts in Government Departments on empanelment basis (advertisement copy attached) but not a single post has been reserved for persons with disability although the posts advertised are identified suitable for persons with disability.
“You are aware that the Goa Human Resources Development Corporation is a Special Purpose Vehicle of the Government to provide jobs to Goans in Government Service and first preference in Government jobs is provided to those employed by the Corporation,” the organisation said
The Corporation by not reserving four per cent of their jobs for persons with disability as mandated under Section 34 of the Rights of Persons with Disability Act 2016 has violated the provisions of the Act and denied 38 persons with disability gainful employment in Government Service through preference in appointments.
“We wish to bring to your notice that empanelment can only be done of professionals and consultants and not of unskilled staff and hence Goa Human Resource Development has also violated the labour laws of the state by employing unskilled staff on empanelment basis,” said DRAG
Hence we request you to direct the Goa Human Resources Corporation to reserve 4% of their posts in the above advertisement for persons with disability. We also request you to direct the Corporation to fill up their backlog vacancies of persons with disability and to reserve 4% of the posts advertised in future for persons with disability.”
DRAG has also written to Secretary Education demanding immediate transfer of Director Education Mr. Zindge for his insensitivity towards children with special needs. Financial assistance to children with special needs has not been paid for the last 5 years and special schools have not yet been sensitized on the NEP even though half the academic year is over.
DRAG has also written to State Disability Commissioner, Chief Secretary and Chief Minister demanding action against officials of GSIDC, TCP, panchayats and municipalities for constructing new buildings which are not accessible for persons with disability and in violation of Section 44 and 45 of RPWD Act 2016.
