PANAJI: The Goa Commission for Scheduled Castes and Scheduled Tribes has once again called for the reversion of Water Resources Department officer Rajan Kamble, directing the department to restore him to his substantive post until the Commission concludes its proceedings.
At its September 7 proceedings, the Commission noted that a direction issued in July 2024 had not been implemented. The earlier order had asked the WRD to move Kamble back to his post as Surveyor of Works, Circle III, while awaiting the findings of the Scrutiny Committee constituted under the Social Welfare Department.
Kamble is currently functioning as Superintending Engineer, Circle IV, WRD. The Commission has now directed the department to revert him to the Surveyor of Works post with immediate effect and maintain the arrangement until its final recommendation is issued.
The panel also examined the WRD’s affidavit defending Kamble’s ad hoc elevation. The department had cited manpower constraints as the reason for the arrangement. Despite the explanation, the Commission maintained that the reversion should be carried out pending a final decision.
During the proceedings, the Commission also highlighted the prolonged delay in the verification exercise. It observed that the Directorate of Social Welfare had yet to submit the required status report or its response despite being given opportunities to do so.
The proceedings further recorded that the officer concerned was not present at the office of the Deputy Superintendent of Police, Crime, Vigilance Cell, Crime Branch, Ribandar.
The Commission has directed the Social Welfare Department to place its status report or reply on record. The matter will come up for further hearing on October 23.
