PANAJI: The High Court has set aside the State government’s circular dated December 22, 2022, and executive order dated August 22, 2024, ruling both as contrary to the Town and Country Planning (TCP) Act.
As a result, the Outline Development Plans (ODPs) cannot be enforced in five villages — Calangute, Candolim, Parra, Arpora, and Nagoa.
At the State’s request, the court granted a four-week stay on implementation of the judgment.
However, it made it clear that no construction, development, or permissions shall be allowed in the five villages during this period.
