CANACONA: Accepting gram sabha members’ demand of the villager’s right to know what projects are passed and NOCs issued, Loliem-Polem panchayat has agreed to upload the minutes of fortnightly panchayat body meetings on the VP Loliem-Polem website.
The assurance was given by the panchayat Secretary Sandeep Dessai when members contested that villagers are kept in the dark over the issuance of NOCs/ permits to certain projects and said the members have the right to know what all projects the panchayat approved and what NOC they give. Secretary assured the Gram Sabha that he would upload the fortnight body meeting minutes on the panchayat website within a week’s time.
Earlier at the commencement of the gram sabha, the Panchayat Secretary read the minutes of the last gram sabha and was confirmed, while the gramsabha gave its approval for the expenditures and also approved the budget presented in the meeting.
Biodiversity Management Committee (BMC) Chairperson Manoj Prabhugaonkar presented the BMC report and spoke on the Biodiversity progress in the village.
Points raised by gram sabha member Prashant Pagi were taken up for discussion. Stating Panchayat always gives a reply of no funds whenever asked to do even small developmental works in the ward, Pagi made a suggestion to raise funds for the panchayat coffers including collecting sopo tax, compulsorily collecting monthly rental amounts from rented business premises, and also ensure to make it possible that all the new houses which are built should be allowed only by doing legal paper works so panchayat will get construction taxes/license fees.
Pagui also suggested writing to DOP to release Octroi due to the Panchayat for the last 7 years. After Ex-Sarpanch Shailesh Pagi proposed, the Gram Sabha took a resolution on this demand.
Intense discussion prevailed on the damaged roads and gutters destroyed by the Electricity Contractor to lay underground electricity Cables in the whole village. A resolution is passed to write to the concerned department, requesting not to release the amount (contractors’ bills) unless the roads and gutters are repaired.
Members also brought to the notice of Gramsabha that a Kadamba bus plying from Margao to Tirvan was stopped and it caused severe inconvenience to the people who were availing of that bus service. Panchayat will send a letter to KTC to immediately resume the bus service.
