PANAJI: In a significant move to bolster infrastructure and economic growth, Goa’s Chief Minister, Dr. Pramod Sawant, has outlined several ambitious plans for the state. These initiatives include the potential introduction of a metro line, the establishment of two new universities, and a focus on improving tourism infrastructure.
Metro Line from Pernem to Canacona
Chief Minister Dr. Pramod Sawant revealed that the Goa government is exploring the possibility of introducing a metro line in the state. A meeting has already been held with the Railway Minister in Delhi to discuss this proposal.
The envisioned metro line would stretch from Sindhudurg to Karwar, leveraging cross lines at key locations such as Mopa airport, Dabolim, Ponda, and popular tourist spots like Calangute. Sawant suggested that land available with the National Highway Authority of India (NHAI) on national highways could be utilized for this project. This initiative aims to enhance connectivity and reduce travel time within the state, making it more attractive to both residents and tourists.
Two New Autonomous Universities
In addition to the existing Goa University, the state government has decided to establish two new universities, one in the north and one in the south. These institutions will be autonomous, offering integrated courses to students. The Vice-Chancellor and Registrars for these universities will be appointed by the state government. This move is designed to expand educational opportunities and provide more specialized and integrated courses, aligning with the state’s goal of improving higher education. Sawant’s vision includes achieving a Gross Enrolment Ratio (GER) of 50% in higher education by 2035, as part of the National Education Policy 2020.
Windfall from Mining and Mopa Airport
The Chief Minister also highlighted the economic benefits the state is set to receive from the resumption of mining activities and the operations of Mopa airport. With mining scheduled to start this year, the state has already auctioned 18 dumps, which will be lifted soon, generating significant revenue.
Additionally, the GMR group, which operates Mopa airport, has paid the state Rs 8.43 crore in revenue for December 2024, with expectations of this revenue increasing. This influx of funds is anticipated to reduce the state’s reliance on loans, which currently stand at Rs 30,000 crore. Sawant assured that debt servicing is being managed regularly and is within the permissible borrowing limits.
Higher Allocation from the Finance Commission
Goa is currently the only state that receives a relatively low allocation from the Finance Commission, due to its lower per-capita income, population density, and total area. The state receives only 0.38% of the Centre’s allocation. To address this disparity, the state government has made representations to the Finance Commission, seeking additional allocations for Sustainable Development Goals (SDG) and Climate Change funds. This request aims to ensure that Goa receives a more equitable share of central funds to support its development initiatives.
CM expects the revenue to increase to 1 per cent at least, which would give a revenue of Rs 4000 cr.
Need for Better Tourism Infrastructure
Addressing recent concerns about a dip in tourist arrivals, Chief Minister Sawant clarified that this perception is misleading. However, he acknowledged the need to develop a more comprehensive tourism infrastructure in Goa. Beyond its renowned beaches and temples, the state lacks entertainment options for tourists.
Sawant expressed his intention to work on establishing entertainment parks similar to Essel World and Wonderla, which would enhance the tourist experience and attract more visitors to the state.
These initiatives underscore the Goa government’s commitment to enhancing connectivity, education, and tourism, setting the stage for significant economic and social development in the coming years.
