Govt says “Time of Day” Tariff will be taken up after installation of Smart meters

PANAJI: The Goa Electricity Department will charge for the usage of power based on “Time of Day”, the Goa Assembly was told today.
Power Minister told this to the Assembly following a question tabled by AAP MLA Venzy Viegas.
“TOD Tariff billing will be taken up after installation of Smart meters as mentioned in the reply at „c‟above. Currently all HT and EHT installations numbering to 1236 are being billed on ToD Tariff,” he said.
Further, he said, Electricity Department as per the section 61, 62 & 64 of EA 2003, and Regulation 9 of JERC (Generation, Transmission and Distribution Multi Year Tariff) Regulations, 2021 (MYT Regulations, 2021) filed Tariff Proposal for FY 2022-23 to be applicable for the period from 1st April 2022 till 31st March 2023.
“In the above petition, ED-Goa had submitted as under “For the FY 2022-23, the Government of Goa had decided to keep the same tariff for consumers as is being levied on them currently. Accordingly, for the benefit of the consumers and to fully revive the industry in the area, EDG proposes a reduction in the current Tariff i.e. reduction from the existing Commission-approved Tariff of FY 2021- 22 to Commission approved Tariff of FY 2019-20 and implementation of kVAh based tariff for HT/EHT Categories.” he said.
However, he said, the JERC after due procedures and the conduction of a public hearing in the above petition as per the relevant regulations issued the Tariff Order dated 31st March 2022 for the period from 1st April 2022 till 31st March 2023.
“Accordingly, ED-Goa as per the order of the Commission has implemented the said Tariff Order. As regards Public lighting duty, the Government of Goa issued the Duty Notification in September 2022 intending to create new infrastructure for public lighting and to operate and maintain public lighting owned by the Electricity Department in the entire state of Goa. The said duty was charged with effect from 1st June 2022,” he said.
He said the Regulations as regards to recent Amendment Electricity Rules, 2020 to enable “ToD” (Time of Day) variable pricing for usage in daytime and nighttime for Low Tension Commercial and Industrial categories is yet to be notified by Hon‟ble JERC.
Accordingly, as per the directives of Hon‟ble JERC, the proposal for day and night usage for Low Tension Commercial and Industrial categories in the State from April 2024 will be taken up subject to the implementation of Smart metering in the state of Goa.
“However, TOD Tariff for all HT and EHT consumers is already implemented in the state as per the Tariff Orders notified by Hon‟ble JERC,” he said.
