PANAJI: At the inaugural ceremony, the late CM Manohar Parrikar, who was severely ill then, asked the people, “How’s the Josh” and people replied, “High Sir”.
However, after the death of the former CM, the Josh of the government and the Goa State Infrastructure Development Corporation seems to have died down.
Even 31 months after the inaug,uration of the third Mandovi bridge, it is “jaise the” (as it is). There has been no progress in the completion o the Bridge, even as the cost escalation continues.
The Bridge, estimated to cost ₹385 cr then, has cost around ₹581 cr to date, and the work is not done yet.
Indeed, this Bridge has become a goose laying the golden eggs for the government and the GSIDC.
The Bridge, termed as an engineering marvel, has become an “engineering disaster” with several defects and has been closed for repairs many times.
Not just that, the hot mix has given way several times and “n” numbers of repairs have been carried out by the Contractor Larsen and Tubro, which points to major technical failure.
Also, the KTC circle at panaji has become a mess due to the Bridge piers on the main road.
Forget the failures; the work on the Panaji arm of the Bridge, which was to be fully completed in 2019, has been shockingly abandoned by the Contractor.
Chief Minister Dr Pramod Sawant said the work down the ramp to Panaji was partly executed up to March 2020.
“After that, on account of COVID19 pandemic related lockdown and disruption of activities, the balance work of down ramp to Panaji was disrupted since the labour force was demobilized,” he said.
Sawant added that the down ramp can be completed only after completing works related to Traffic islands at KTC Circle, Merces Circle, and Divja Circle.
On the potholes, he says, the GSIDC has taken cognizance of the potholes and defects on the landings of both sides of the Atal Setu Bridge.
“The potholes and other defects have cropped up due to inadequate bond between the waterproofing coat and the bituminous carpet. The Contractor has attended to the defects at their own cost, as and when noticed, as per the contract,” he says.
Sawant added, “the Bridge is under defect liability period of 05 years and in case any defect occurs the same will be rectified by the Contractor at their own cost.”
Interestingly when the GSIDC was asked for copies of Bills raised and the amount cleared, it said, “The copies of all bills raised, bills cleared, bills pending, details of cost escalation and variations after work completion as on date not furnished being voluminous.”
